On Scene and En Route Care of Stroke Patients
On Scene Goals 

The primary goal once an EMS provider arrives on scene is to rapidly assess the patient for any signs of stroke. Utilize one of the simple and rapid scoring scales to determine the possibility of a stroke. Effort must be made to eliminate any unnecessary delays; when in doubt, assume a stroke is present and began a rapid loading and transportation process. The AHA and ASA set the goal for on scene time at less than 15 minutes.
