Command


Establishment of Command: The command function must be clearly established from the beginning of an incident. The agency with primary jurisdictional authority designates the individual at the scene who is responsible for establishing command. 



Transfer of Command: When command is transferred, the process must include a briefing that captures all essential information for continuing safe and effective operations and should be announced to the rest of the incident staff.  [4, 5]



Reasons to Transfer Command

Command may be transferred for the following reasons:

  • A more qualified person has arrived and assumes command
  • A jurisdiction or agency change in command is legally required or makes good management sense
  • Normal turnover of personnel on long or extended incidents
