Incident Action Plans (IAPs) provide a clear means of communicating the overall defined incident objectives in both operational and support activities. Every incident must have an action plan, however it is not required to be a written plan. The IAP will most likely not capture the initial response operations. The IAP becomes increasingly important when the incident goes beyond the operational timeframe, becomes more complex, or involves multiple agencies.
