The incident commander has the authority to assume command and the overall responsibility for managing the incident, which includes setting the objectives, strategies and priorities for the incident. Their role is to lead, manage and coordinate personnel and resources to control the situation while having knowledge of incident command and disaster management.
As incidents grow, the Incident Commander may delegate authority for performance of certain activities to the Command Staff and the General Staff but should add positions only as needed. The Incident Commander (IC) is the only position that must always be filled at any ICS applications. [4, 5]
