The need of an ICS was realized in 1970 following a devastating series of wildfires in southern California. Although the agencies that responded cooperated to the best of their ability, numerous problems related to communication and coordination hindered their effectiveness. [2]
Following this incident and based on input from multiple agencies, a system called FIRESCOPE was developed.[3] In 1973, the first FIRESCOPE Technical Team was created and out of it came two very important components: the ICS and Multi-Agency Coordination System (MACS). [3]
