In 1990, the National Fire Service recognized the challenges in the fire service while applying a common approach to the incident command and formed the National Fire Service Incident Management System Consortium. In 1993, the IMS consortium completed its first document: Model Procedures Guide for Structural Firefighting. [1]
The previously discussed ICS were geared specifically toward fire-related incidents. Beginning in the 1980s, not only was ICS being used successfully in response to fires, but the use of this system was also increasing in non-fire incidents. It was quickly determined that this system could help all public safety responders when responding to these incidents. [1]
