Familiarization with documentation for administration/finance became an issue. Most cities received guidance on how to prepare documents for reimbursement from FEMA however there was still confusion on the forms as well as what was reimbursable. The recommendation was Massachusetts Emergency Management Agency (MEMA) should conduct training exercises on administration/finance. It was also recommended that MEMA includes a “toolkit” on its website so that managers will have a better idea what forms they need in an emergency. [12]
