The current ICS System and the National Incident Management System (NIMS)
On February 28, 2003 the President issued the Homeland Security Presidential Directive-5 (HSPD-5) Management Of Domestic Incidents. President Bush called on the Secretary of Homeland Security to develop a national incident management system.
The concept was to provide a consistent, nationwide approach for federal, state, tribal and local governments to work together to prepare for, prevent, respond to and recover from domestic incidents, regardless of cause, size or complexity. Originally published on March 1, 2004, the National Incident Management System (NIMS) was revised in December 2008. [1]
