14. Is the baby breathing? It should be crying. If not, take the following steps: 

  • Rub the baby"s back with a blanket as it rests on the mother"s chest. 
  • Turn the baby with its face toward the ceiling and tilt the head back to open the airway, while continuing to rub the body. Opening the airway will help the baby oxygenate.  
  • Clear fluids from the mouth and nose with a clean cloth. 
  • If unsuccessful, take a bulb syringe, squeezing the air out, and after placing the tip in the nose or mouth, release bulb to absorb fluid into the bulb. Repeat as necessary. You may use a straw if there is no bulb syringe available.

  • If nothing else works, either flick the infant"s soles with your fingers, or gently slap its buttocks.
  • If the infant is still not breathing, begin infant CPR.
